First you need to decide between Desktop apps or Windows Store apps, then you need to select one of many different options on technologies such as WPF, Silverlight, and Windows Forms for desktop applications, and XAML with C# or C++, or HTML and JavaScript for Windows Store apps. Also, with the start of Windows Store apps, the Microsoft Design became alive - this changes in great ways how apps should be designed to provide for better usability.
